Thank you for your post. Unfortunately, this is a limitation / requirement on the Jira side. We use Jira's rest API and as per the documentation link below, it is necessary for the user to have "browse users and groups" permission to be able to pick users.

Thanks for the response. Thank you for questioning this: Is the "picker" api the only API that can be used by AIO on that point? As there are other "user" API's like "find user that are assignable to issues" which probably is also the one used in the standard JIRA issues... There the global permission isn't required and the permission is covered by project settings.

"Find users assignable to issues" api also needs the browse permission. In addition, there are other APIs that we use which need the browse permissions, for example /user, with groups and applicationRoles expand options, which are not available in other APIs.
